Justice Facilities Improvement Study

Pamela Owen Adams was project manager for this study while at HOK. She developed a framework to evaluate risk and feasibility of options for housing the City's functions now at the Hall of Justice: Courts, Jail, Police headquarters and substation, Forensics Lab, Medical Examiner, DA, Public Defender, and Probation. Other aspects of the study included Needs programming, site evaluation and assessment of the existing Hall of Justice to determine the feasibility and cost of its renovation.

The evaluation of alternatives provided a systematic and defensible method for the planning team and City decision makers to eliminate less viable options and define next steps for the recommended strategy, such as planning for a new Police Headquarters at a new location in Mission Bay.
