STRATEGIC FACILITY MASTER PLAN

Pamela Owen Adams, was the Project Manager for HOK, leading this evaluation of the County’s real estate and lease holdings for best use and best value. The major goals were to:
- Identify current and future facility requirements
- Determine the best use of available land and facilities
- Recommend standards for space utilization
- Develop an automated system to manage the entire County real estate portfolio
Important steps in the process included:
- Establish Goals, Metrics and Criteria for Success
- Diagnostics, such as Property Profile, Space Utilization, Workplace Standards, and CAFM system requirements
- Develop Alternative Strategies, including a Supply and Demand Assessment
- Refine Alternatives and develop a recommended strategy
- Report and develop implementation strategy and next steps
Results
Final recommendations included consolidation to fewer locations (especially for Health and Human Services functions that are currently scattered at over 30 sites), and phased implementation strategies for the three main concentrations of County facilities: downtown Redwood City, the Health campus in San Mateo, and the Tower Road complex.
