HIGHEST AND BEST USE STUDY
San Jose Water Land Company, Delmas Avenue Headquarters Site
Pamela Owen Adams, played a key role at HOK in this feasibility study for achieving highest and best use of the San Jose Water headquarters site across from San Jose Arena, between the Diridon Station and Guadalupe River Park. Land uses recommended, in addition to retaining the historic headquarters building, included residential, office/commercial and retail. The Valley Transit Authority (VTA) wished to acquire about 3 acres of the site for a new light rail station. Key tasks included:
- Meetings with the City Planning and Redevelopment staff to determine likely policy/regulatory parameters
- Site planning studies to determine the physical holding capacity
- Transportation/parking /parking modeling and analysis based on the development program, and
- Residual land analysis to estimate the value of the property both with and without the light rail parcel
Results
Obtained entitlements and established the value of the parcel which VTA wished to acquire.
