FACILITY NEEDS ANALYSIS AND MASTER PLAN

Pamela Owen Adams, while at HOK led the Needs Assessment and played a key role in the Facility Master Plan for Napa County facilities. The major goals were to:
- Develop a space planning model to forecast and analyze facility and staffing requirements
- Understand how facility improvements could better support operations and client service
- Provide benchmarking data and “lessons learned” from other public sector peers
- Develop both an overall strategy for best use of all County facilities, and specific strategies for two key sites
Results
Through interviews with all County departments and workshops with a Steering Committee representing the County Administrator and leadership from major stakeholders, an overall strategy was developed to:- Improve space and operational efficiency
- Prioritize needed improvements
- Phase redevelopment of the Downtown and HHS campuses, the top two priorities
